For military families, accessing that right is often far more complicated. Frequent moves, inconsistent state policies, and gaps between civilian special education systems and military support programs create systemic barriers for military children with disabilities across the United States.
Partners in PROMISE (PiP) was founded in February 2020 by military spouses who experienced these challenges firsthand. Our mission is to elevate the voices of military families navigating special education and to ensure military-connected students with disabilities have equitable access to education—no matter where they are stationed.
We accomplish this work through three core pillars: Equip, Inform, and Enable.
Equip military parents with practical tools, guidance, and trusted resources to navigate special education and the military’s Exceptional Family Member Program (EFMP) with confidence.
Inform military and civilian leaders through original research and data collected directly from military families. Our data-driven insights help shape policies and practices that better support military families and improve educational outcomes for children with disabilities.
Enable military-connected students to thrive by supporting self-advocacy, continuity of services, and pathways toward independence and long-term success.
Beyond research, Partners in PROMISE uses data to deliver direct services where military families need them most. We provide:
* Free, customizable Special Needs Binders to help military families organize and transfer critical records during military moves
* Up to four hours of 1:1 Special Education Parent Mentor consultations per family at no cost
* Workshops, webinars, and on-demand special education resources accessible nationwide
