The families of seven campers and two counselors at Camp Mystic who died during the July 4 Hill Country floods sued the camp Monday, alleging that its owners’ negligence resulted in a “self-created disaster” that led to the fatalities.

Twenty-five campers and two counselors were among the more than 130 people that died in this summer’s flash flooding near Kerrville along the Guadalupe River.

Monday’s legal action takes the form of three separate suits, all filed in Travis County district court. Each seeks more than $1 million in damages. The petitions name members of the Eastland family, the owners of Camp Mystic, as defendants, as well as the estate of Richard “Dick” Eastland, who perished trying to save campers during the disaster.

The suit filed by the parents of five of the girls at the Christian all-girls camp argues that officials there “focused on profits over safety” and made “catastrophic decisions” about where to locate its cabins. The petition further alleges the camp implemented flawed flood-response precautions.

Update: The owners of Camp Mystic, where 27 young campers and counselors died during catastrophic floods in Texas in July, announced plans to reopen parts of the camp next summer and build a memorial, raising objections from some victims’ families who say they weren’t consulted over the plans.

The owners detailed their plans in separate letters this week to the parents of the 27 victims and to the families of other campers.

Plans call for a memorial to open with the camp next summer

The area of the camp along the Guadalupe River that was destroyed by floodwaters will not reopen next year. That's the area all the young victims were swept away from. However, an undamaged area called Camp Mystic Cypress Lake will reopen next summer, the owners said in the letters. They said they are working to comply with new camp safety laws and that they plan to release 2026 camp dates in early October.

Camp Mystic's owners include the wife and other family members of Richard “Dick” Eastland, who was killed in the flooding in addition to the campers and counselors.

Families say they weren’t consulted

Matthew Childress, whose 18-year-old daughter Chloe was a camp counselor who died in the flooding, said he and some other families believe the focus at this time should be on finding the remains of 8-year-old Cile Steward, whose body still has not been recovered.

The National Guard was deployed in Texas on Friday after a devastating river flood killed at least 43 people and swept away dozens of children at a local Christian camp.
Heavy rain on Friday morning caused the Guadalupe River to rise nearly 30 feet in 45 minutes.
State officials confirmed Friday night that at least 70 people are dead, including adults and children. Among the deaths, 24 were reported in Kerr County and one was in Kendall County.
Between 23 and 27 people remain missing from Camp Mystic, an all-girls private Christian camp along the Guadalupe River, according to officials. The camp had more than 750 attendees.

Guadalupe River flooding leaves Kerrville homes devastated, rescue efforts underway.
Major damage is being reported along the Guadalupe River in Kerrville after deadly flooding struck the area on the Fourth of July. At Comfort, the Guadalupe River reached a current level of 29.86 feet after rising 22 feet in just 30 minutes between 9-9:30 a.m. Meanwhile, at Kerrville, the river rose 21.6 feet in one hour, from 3:45 a.m. to 4:45 a.m., with the current level now at 11.64 feet, showing the rapid and severe flooding impacting the area. Homes near the river have been inundated with water, some swept off their foundations, while others remain surrounded by debris and mud. Residents are trying to save what is left. Vehicles have also been severely impacted—many were submerged, displaced, or destroyed by the force of the floodwaters. Streets near the river are littered with debris, and emergency crews continue to conduct rescues and assess damage.
