COMMUNITY HOUSING SERVICES AGENCY INC

During the 1970s and 1980s, many neighborhoods across Savannah, Georgia experienced significant disinvestment. Once-vibrant homes and gathering places fell into disrepair, becoming blighted and, in some cases, unsafe. In several communities, vacancy rates exceeded 40 percent. Many properties were owned by heirs who lacked the financial resources to rehabilitate them—or clear title to sell—leaving entire blocks stalled and families without viable housing options.

Recognizing both the urgency of the problem and the potential for renewal, the City of Savannah joined with community leaders, financial institutions, and local government partners to reimagine these properties as pathways to stability. This shared vision led to the formal establishment of Community Housing Services Agency, Inc. (CHSA) in 1989.

CHSA is an independent 501(c)(3) nonprofit organization dedicated to the development, financing, and implementation of safe, decent, and affordable housing. Guided by a board of directors comprised of finance professionals from local banks and housing development experts, CHSA leverages strong partnerships with lenders, developers, and property owners to transform distressed properties into thriving homes.

Today, the need for affordable housing remains one of the most pressing challenges in the Savannah region. In response, CHSA has expanded its reach through strategic partnerships with the City of Savannah, Chatham County, and the Savannah Economic Development Authority, extending services throughout Chatham County.
