("TAPS") was incorporated on July 14,1986 as a Texas nonprofit corporation. TAPS originated as a van and station wagon ride service, supported by thirteen separate Senior Care Centers and communities in Fannin, Grayson, and Cooke Counties. Its purpose is to provide coordinated transportation services to the public in several North Central Texas counties. Additionally, TAPS also holds 501 C3 status and is not subject to federal, state, or local income taxes or sales taxes.
As a political subdivision, TAPS is distinct from, and is not an agency of, the State of Texas or any other local government unit. In March 2016, the TAPS Board of Directors entered into a 5-year Public Private Partnership with Transdev Services, Inc. to manage and directly operate the TAPS transit system. All employees are employed by Transdev Services, Inc.
On November 18, 2020, TAPS’ Board of Directors and Transdev Services, Inc. extended the term of the agreement an additional five years to February 28, 2026. TAPS was created, through an effort led by the Area Agency on Aging, to maximize resources in order to address the regional transportation needs.
An independent audit firm conducts financial audits annually.
TAPS has grown to serve over 1311 riders annually, providing over 2700 rides per month, with over 1150 service hours monthly, at a 93% performance rate.
Key achievements from the 2021-22 fiscal year include:
• Annual audit - free of findings
• Began construction on our new office, which will allow the TAPS team to reside in one building
TAPS is the only public transit service in the communities in which it serves. TAPS impacts the region by serving those who are not fully independent or not fully capable of transporting themselves to where they need to be.
Leadership of TAPS organization and the program is the General Manager, Shellie White.
Shellie White joined the Transdev team at TAPS in March of 2016. She has twenty-five years of experience in finance and accounting. She holds a Master of Business Administration degree from the University of Phoenix. She has overseen all areas of finance and grants administration to include cash management, general ledger, inventory, budgeting, financial reporting and annual audit preparation.
Shellie was also a member of our armed forces having served in the United States Army. In her free time, she enjoys serving our veterans and volunteers at a local Chapter of the American Legion in Grayson County, TX. She has recently been elected the position of Commander.
