BUCKHANNON, West Virginia1. To develop and administer the Title XIX Medicaid Waiver program as a waiver provider agency. 2. To develop and administer new programs that are consistent with lending themselves to the entire continuum of care aspect. 3. To develop and promote cooperative relationships between Central West Virginia Aging Services, Inc. and other organizations, agencies and programs interested in the needs and aspirations of older and disabled citizens throughout West Virginia toward the end of creating a comprehensive and coordinated service delivery system. 4. To develop and administer such rules, policies, procedures and guidelines as may be necessary to carry out the above objectives, consistent with local, state and federal laws. Among the major activities to be carried out are: a. Determination of the needs and wants of the older population of Central West Virginia Aging Services, Inc.’s catchment area using needs assessment procedures developed by the Board and/or Executive Director. b. To provide technical assistance and make recommendations for improved service delivery to community service organizations. c. To conduct or sponsor such training as may be necessary to improve the capability of local and agency staff to effectuate an effective service delivery system in their respective communities. d. To engage in such other, related activities as may be consistent with the purposes of the organization’s being. 5. To act as an advocate for older and disabled persons in the aforementioned service areas in the following manner: a. To monitor, evaluate and comment on applicable policies, programs, hearings, levies, and community actions which affect older and disabled persons in service area. b. To conduct public forums and hearings on the needs of older persons. c. To represent the interests of older and disabled persons in designated service area to public officials, public and private agencies and organizations. d. To coordinate planning with other agencies and organizations to promote new or expanded benefits and opportunities for older, low-income persons in designated service area. 6. To conduct periodic fund-raising activities as well as submit grant applications for activities/services in furtherance of the agency’s goals and objectives.
