Operation Full Muster is the Rescue Spoke of US Vet Connect's Outdoor Wheel of Service — a structured, boots-on-ground field-to-VA intervention program dedicated to locating, documenting, and permanently restoring severely ill, homeless, and addicted veterans to the earned federal care that is rightfully theirs.

This is not outreach. This is not a hotline. This is not a pamphlet left on a park bench.

This is licensed field operatives on the ground, in the streets, in the encampments, in the state hospitals, finding veterans that every other system has given up on — and bringing them home to the VA that was always supposed to serve them.

WHY EXISTING SYSTEMS FAIL — AND WHY OFM IS DIFFERENT

The current system for helping homeless and severely ill veterans has a critical, fatal flaw: it waits for veterans to come to it. Veterans in acute crisis — those with severe mental illness, active addiction, traumatic brain injury, or combinations of all three — do not self-refer. They do not call hotlines. They do not walk into VA facilities. They cycle. Streets to jail. Jail to emergency room. Emergency room to streets. Each cycle deeper. Each cycle closer to a death that the statistics will simply absorb into another daily average.

Operation Full Muster reverses this. We go to them.

But going to them is not enough on its own. Countless well-meaning organizations have tried outreach and hit the same wall: they can find a veteran, but they cannot move them. HOW IT WORKS: THE FIELD-TO-VA PIPELINE

Operating under a VA-DOJ legal pathway, Operation Full Muster deploys licensed field operatives who are trained in both veteran outreach and the legal and clinical documentation required to formally restore VA benefits for homeless and severely ill veterans.

Here is the Operation Full Muster process:

LOCATE: Our licensed field operatives conduct structured outreach in streets, encampments, institutions, and state-operated facilities. We use intelligence-driven identification — including AI-assisted court docket scanning that identifies veterans who have entered legal systems and flags intervention opportunities in real time — to ensure no veteran remains invisible.

DOCUMENT: Operatives conduct thorough field documentation of each veteran's identity, military service history, medical and legal status, and current living conditions. This documentation is not incidental — it is the legal foundation for everything that follows.

PETITION: Using formal legal pathways through the VA Office of General Counsel and, where appropriate, state courts, Operation Full Muster files direct petitions to restore each veteran's earned federal care. These petitions are precise, documented, and designed to move the VA system in ways informal outreach never can.

TRANSPORT: A structured two-pathway transport protocol ensures each veteran moves safely and securely from field contact to VA enrollment. Every transport is planned, documented, and monitored. No veteran is left at a handoff point with a phone number and a wish of good luck.

RESTORE: Veterans are enrolled in the VA care they earned — housing support, medical care, mental health treatment, substance use programs, and the full range of benefits the federal system was built to deliver. Operation Full Muster does not stop at the door of the VA. We ensure the veteran gets through it.

Operation Full Muster operates on a principle that is non-negotiable and permanent:

No veteran assisted by Operation Full Muster is transferred to state custody under any circumstances. This is not a policy preference. It is a guarantee written into the operational architecture of every intervention we conduct.

Why does this matter? Because many severely ill veterans — particularly those with histories of incarceration, mental health institutionalization, or substance use treatment — have a documented, rational fear of state systems. State custody transfers remove veterans from their earned federal rights, place them under the jurisdiction of systems that were never designed to serve them, and create additional legal and bureaucratic barriers that can prevent VA access for months or years. Operation Full Muster eliminates that risk entirely.

When a veteran enters the Operation Full Muster pipeline, they stay in federal hands from first contact to VA enrollment. No exceptions.

THE JULY 4, 2026 LOS ANGELES COUNTY PILOT

On July 4, 2026 — Independence Day — Operation Full Muster launches its first field deployment in Los Angeles County, home to one of the largest concentrations of homeless veterans in the United States.

The date is not symbolic by accident. Independence Day is the day we honor the men and women who bought America's freedom with their service. It is the right day to begin the work of restoring theirs.

The Los Angeles pilot is designed as a fully documented, outcomes-tracked operational model that can be replicated in any major American city. Every intervention, every transport, every VA restoration will be documented with the rigor of a clinical trial — building the evidence base that drives national expansion.

THE STATE HOSPITAL OUTREACH INITIATIVE

Veterans don't only disappear into street encampments. Many disappear into state-operated psychiatric hospitals and long-term care facilities — institutions that were not designed to identify veterans, do not routinely screen for military service history, and have no formal mechanism to connect veterans to the federal care they earned.

Phase One of the Operation Full Muster State Hospital Outreach Initiative covers California, Nevada, and Arizona — reaching 192+ state-operated facilities to identify veterans who have been lost to state systems and restore them to VA care.

This initiative fills a gap that no other program in the country is specifically designed to address. Veterans in state psychiatric facilities are among the most isolated, most vulnerable, and most forgotten in America. Operation Full Muster is coming for them.

Women veterans are dramatically underserved and underidentified within the homeless veteran population. They are less likely to be identified as veterans on intake, less likely to receive veteran-specific services, and face additional safety concerns in mixed-gender encampment and shelter environments.

Operation Full Muster operates a dedicated five-stage women veterans protocol that addresses identification, safety assessment, trauma-informed engagement, gender-appropriate transport, and VA enrollment with women-specific care coordination. No veteran is left behind — and that means every veteran.

TECHNOLOGY: AI COURT DOCKET SCANNING

Veterans who have entered legal systems — arrested, charged, incarcerated — have often lost contact with VA services entirely. Court records are public. Veteran status is identifiable. But no one has been systematically scanning those records to find veterans in legal systems and flag them for intervention.
