Their union forms one go-to entity for all things housing and financial empowerment in our community.
Now known as Tenfold, the organization’s mission is to spark the power in all people to achieve equitable housing and financial security. The Tenfold team works with key community partners to cover all aspects of the housing advocacy and financial empowerment continuum.
Tenfold’s primary programs and services include:
• Services to end homelessness, including the TLC emergency shelter and supportive interim housing program; street outreach; homelessness assessment/referral to services; rapid re-housing; permanent supportive housing; and specialized housing programs for veterans, women exiting prison, and people experiencing serious mental illness.
• Ann B. Barshinger Financial Empowerment Center (BFEC) - provides financial education, home buyer, and post-purchase education classes; a matched savings/asset development program; and one-on-one counseling in household budgeting, credit review/improvement, debt management, building savings, home buyer preparation, and foreclosure and eviction prevention
• Housing Equality and Equity Institute - provides fair housing education, resources, and rental guidance as well as a Landlord Risk Reduction fund and a web-based housing search function
• Local Housing Investment Fund and Trust (LHIFT)/Acquisition, Rehab, and Resale – operates a regional revolving loan fund for Southcentral Pennsylvania that provides low-cost, flexible capital to finance site acquisition, pre-development, construction, rehabilitation and/or preservation costs for affordable housing. Neighborhood revitalization is achieved through purchase and rehabilitation of dilapidated housing into quality affordable housing
• Down payment assistance programs for low- to moderate-income individuals and families enrolled in our home buying classes
• Community development - Tenfold supports resident-led efforts to revitalize the City of Lancaster’s southwestern neighborhood, including rehabilitating blighted properties and providing low-interest loans to create affordable first-time homeownership opportunities and facilitate home repair/improvement projects for low-income homeowners.
Tenfold plays a central role in addressing existing and emerging housing and economic challenges faced by residents. Tenfold has been selected by Lancaster County to develop and administer the following County-wide services:
- Community Homeless Outreach—the Outreach Worker is charged with engaging those experiencing homelessness living in places not meant for human habitation or in emergency shelters and connecting them with housing and service providers; a critical service throughout the COVID-19 pandemic, when shelter capacity was substantially curtailed
- Community Homeless Assessment and Referral Team, the County's coordinated assessment/referral system for people in housing crisis
- Community Housing Solutions, which works with rapid rehousing programs across the County and landlords to find safe, affordable permanent housing for participants
The majority of Tenfold’s program participants are Lancaster City/County residents, but our lending, financial counseling, group financial education workshops, fair housing education, and homelessness outreach extend to York, Lebanon, Adams, Cumberland, Dauphin, Franklin, and Perry Counties. Tenfold serves primarily low- to moderate-income households experiencing financial and/or housing difficulties—including homelessness, eviction, or foreclosure—or working toward the purchase of a first home. Over 80% are at income levels at or below 80% of AMI (Area Median Income). Tenfold served over 10,000 clients in FY2021-22.
Tenfold is a US Department of Housing and Urban Development (HUD) approved housing counseling agency; a member of the National Foundation for Credit Counseling; an approved counseling agency for Pennsylvania Homeowners' Emergency Mortgage Assistance Program; and a member of The Housing Alliance of Pennsylvania, the National Fair Housing Alliance, and the National Community Reinvestment Coalition. Tenfold’s CDFI certification brings lending capacity to Tenfold’s services for home buyers. Tenfold is accredited by the Council on Accreditation.
