HOMELESS ADVOCACY PROJECT

The Homeless Advocacy Project (HAP) is a 501(c)3, non-profit organization, which exists to provide free civil legal services and advocacy to reduce the frequency and duration of homelessness in Philadelphia. With a legal staff of 12 and a corps of 350 volunteer lawyers, paralegals, and law students, HAP engages in direct outreach to individuals experiencing homelessness who are in need of legal services.

In the fall of 1990, a group of concerned members of the Philadelphia Bar Association and the homeless services community created HAP to address the unmet legal needs of the City’s homeless population.
