Resilient Shore’s San Rafael Shore Project (SRSP) is to fund a multi-stakeholder community based engagement and education process creating a Learning and Action Alliance (LAA). The purpose of the LAA is to build bottom up community capacity and a working consensus leading to a City-sponsored landscape-scale Adaptation Solution Master Plan for the San Rafael Shoreline. The future master plan (beyond the scope of this project) is intended to be a road map for mitigating current flood and future sea level rise flood risk to Marin County’s urban center. Southeast and Central San Rafael are not within a County Flood District. Long term flood risk management planning by necessity falls to the city. The LAA is a means to an end. It’s an essential element in informing and building broad support for a master plan. Ongoing public support will be needed to implement nature-based adaptation solutions.
