The Pathways to Power: BIPOC Youth Development Program – Ramsey County Chapter is a community-based initiative designed to expand educational access, career opportunities, and wellness support for underserved youth in Ramsey County, Minnesota. This program addresses the growing need for equitable youth development services in communities where many young people face systemic barriers to academic success, mentorship, and workforce opportunities.

Across Ramsey County, many youth—particularly those from historically underserved and BIPOC communities—lack access to structured after-school programs, safe learning environments, and career exploration opportunities. These gaps can limit young people’s ability to develop confidence, build professional networks, and gain the skills needed to pursue higher education and meaningful employment. The Pathways to Power program seeks to close these gaps by creating accessible opportunities that support academic achievement, leadership development, and economic mobility.

The program is designed to serve approximately 100 youth annually, ages 12–21, with a focus on youth from low-income households and communities that have historically experienced barriers to opportunity.

Expanded Learning Opportunities

Participants will engage in structured after-school and community-based enrichment programs that reinforce academic growth and personal development. Workshops will include STEM education, digital literacy training, creative arts, leadership development, and financial literacy. These hands-on learning experiences help youth explore new interests, strengthen problem-solving skills, and build confidence.

Youth will participate in collaborative projects, technology-based activities, and creative challenges that encourage teamwork and innovation. These opportunities supplement classroom learning while keeping youth engaged during critical out-of-school hours.

Economic Opportunity and Workforce Development

The program will also focus on preparing youth for long-term economic success. Career readiness programming will include resume writing, interview preparation, entrepreneurship training, and professional communication skills.

Participants will connect with local professionals who serve as mentors and role models. Older youth will have access to internship opportunities, job shadowing experiences, and career exploration events, allowing them to gain real-world exposure to different industries and develop professional networks.

Health, Wellness, and Safe Spaces

The program prioritizes the mental, emotional, and social well-being of youth by creating safe, supportive spaces where young people feel valued and heard. Many youth face stressors related to economic hardship, community safety concerns, or family instability.

To address these needs, the program offers trauma-informed wellness workshops, mentorship circles, and access to supportive adults who provide guidance and encouragement. Youth will learn healthy coping strategies, build positive relationships, and develop emotional resilience.

Programming will take place in accessible community spaces throughout Ramsey County, including community centers, faith-based partner locations, and neighborhood gathering spaces.

Community Engagement and Leadership Development

A core component of the program is empowering youth to become active contributors to their communities. Participants will engage in community service projects, youth leadership councils, and volunteer initiatives that allow them to develop leadership skills and civic responsibility.

Youth will also have opportunities to showcase their projects during community events, youth showcases, and local gatherings, strengthening connections between families, community leaders, and program supporters.
