The WEPA Empowerment Center is a community-based workforce development center operating a proven, bilingual "one-stop" model designed to lift individuals and families out of poverty and place them into sustainable, family-sustaining careers. Founded on February 16, 2021, and serving the Lebanon, Pennsylvania region, WEPA addresses systemic economic barriers by combining high-demand occupational training with comprehensive adult education, language development, and essential human services support.

Through our innovative Tec Centro model, we provide a holistic, dignified pathway toward economic mobility, ensuring that every community member—regardless of their starting point—has the tools, skills, and support necessary to thrive in the modern workforce.

The Tec Centro Model: Our One-Stop Approach to Economic Mobility
A traditional barrier to poverty alleviation is fragmented support; individuals often must navigate multiple agencies to find housing resources, language classes, job training, and employment placement.

The Tec Centro model eliminates this friction. We operate as a single, trusted, bilingual hub that provides the comprehensive, wrap-around services an individual needs to transition from financial instability to long-term career growth. Our core service pipeline includes:

1. Resource & Referral Coordination Services
True career readiness begins with stability. Our case managers and coordinators work closely with individuals to assess their immediate needs and connect them with vital community resources, housing assistance, childcare solutions, and human services. By addressing these foundational challenges first, we ensure our students can focus fully on their educational and career goals.

2. Walk-In Employment Services
We open our doors daily to community members seeking immediate career guidance. Whether an individual needs assistance navigating online job boards, creating a professional resume, filling out employment applications, or utilizing office technology, our walk-in services provide immediate, accessible support to job seekers in the local area.

3. Language Development
In an increasingly diverse economy, language proficiency is a powerful tool for advancement. WEPA offers tailored English as a Second Language (ESL) courses and contextualized language development. These programs are designed to help non-native speakers build the workplace communication skills and confidence necessary to enter high-demand training tracks and secure higher-paying employment.

4. Adult Basic Education (ABE)
We meet learners exactly where they are. Our Adult Basic Education programs provide foundational academic instruction, assisting individuals in improving their literacy, numeracy, and critical thinking skills. This academic framework prepares students to successfully pursue secondary education credentials (GED/HiSET) or comfortably enter rigorous vocational training suites.
